Putin is visiting India after a gap of four years for the 23rd India-Russia annual summit. There has never been such a long gap in the summit process since it began in 2000. From an Indian lens, the contrast with the regularity of summits in the same period between American and European leaders and Chinese President Xi, and in the case of America, with those that are scheduled in coming months, is jarring.
