Tropical Storm Melissa batters Dominican Republic with torrential rain | Weather
Cars slogged through the flooded streets of Santo Domingo as Tropical Storm Melissa dumped heavy rain and wind gusts up to 80 kilometres per hour. The storm, which also drenched Haiti, is expected to strengthen into a hurricane by Friday.
